A Comparison of Healthcare in Canada and the United States Essay

Canada’s healthcare system started in 1946 and is made up of a group of socialized health insurance plans that provides coverage to all Canadian citizens. It is publicly funded and administered on a provincial or territorial basis with in the rules set by their federal government. Since the late 1960’s Canada essential has had a universal health insurance system covering all services provided by physicians and hospitals. In 1966 Lester B Pearson’s government subsequently expanded a policy of the universal healthcare with the medical care act. Canada’s healthcare system is the subject of political controversy and debate in the country. While healthcare in America began in the late 1800’s but was truly born in 1929 when Justin Kimball introduced low cost healthcare to teachers in Dallas. Healthcare in the US is mostly privately funded but we do have a few publicly funded entities, such as Medicare and Medicaid. By 1971, all Canadians were guaranteed access important medical services regardless of income, employment, or health. Canada has one of the highest life expectancies and he lowest infant mortality rates of industrialized countries, which many attribute to Canada’s health care system. In 1984, the Canada Health Act was passed. This act added provisions that prohibited extra billing and user fees for covered services. To support the ten year plan, the federal government increased health care to the Canada Health Transfer from 2006-2007 until 2013-2014 to provide growth in federal funding. On the other end the United states private for profit insurers based our premiums on age, gender, health status, and pre-existing conditions only covering the healthiest people and avoiding the sickest individuals which in turn e... ... a lot of criticism about the wait times; some have been known to wait in the emergency room for four hours. Although on the other hand, there is an upside to having to wait. By prioritizing the high risk patients verses the lower risk patients, help to eliminate patient mortality rates. The government has since stepped in to help alleviate the long wait times. Unfortunately, the wait times on average are just as bad, if not worse here in the states, with one important difference. In Canada no one gets turned away, while in the states, if you do not have the proper documentation according to your plan, you may end up waiting double the amount of time. Works Cited †¢ G.G. Human impact on climate Essay

Abstract Climate change has long been a controversial issue among governments and world bodies. It is defined as the variation in the Earth’s global climate or in regional climates over time. These variations may be caused by a multitude of factors, some of which include geological changes within the Earth itself, changes in forces outside the earth, or human activity. When talking about this issue, two terms are often interchanged to refer to these variations in normal weather patterns, namely global warming and climate change. The two however, while similar, belong to different spectrums. This paper seeks to examine the role of human activities as a form of climate change. Overview Global warming simply pertains to the recent gradual warming of the temperature in different locations around the earth. Climate change, as defined by the United Nations Framework Convention on Climate Change (UNFCCC), talks of variations in weather in general, but which are caused particularly by human activity. Although there have been steps taken towards curbing the destructive effects of climate change, there continues to still be a sense of apathy on the parts of some governments with regard to it. The continued burning of fossil fuels in power plants, vehicles and other machines are directly responsible for producing air particles that contribute to warming the earth’s atmosphere. The conversion of forests to farmland or real estate developments has also reduced the amount of trees overall, thus cutting down the chances of more trees mitigating the carbon levels in the air, as well as absorbing and acting as a natural control for floods. Effects of Climate Change Climate change will have many effects on the environment, some of them already visible while others are slowly already being experienced in different parts of the world. Currently, scientists project that the mean global temperature will rise about 3 degrees Celsius, assuming the amount of carbon dioxide in the air doubles due to continued use of fossil fuels. Another projection was the rising of the mean sea level by about 50 cm, a relatively significant rise in light of the fact that computer model estimates have shown that several low-lying states and countries may, in part or whole, be submerged by the rising water level. The warming of temperatures at the mid-continent levels, as well as those in higher latitudes, will also be greater as compared to other locations. It has therefore been predicted that a considerable amount of polar and glacial will melt, as well as the continued warming of the oceans. These two events will constitute for the most part the increase in water levels mentioned earlier. Also to be seriously affected is the ecosystem, along with the natural order of the environment. Due to the heat that would be generated, more tropical climates would be prevalent, thus the focus on migration as well as agricultural production and output would shift all over the world. For the wildlife, the changing ecosystems would directly affect their natural habitats and breeding places. As it is, researchers continue to forecast that global warming may cause the easier proliferation of disease due to the idea that disease-carrying insects and other animals may migrate to other locations due to the changing weather. The hydrologic cycle will also intensify, with changes in water supplies as well as weather seasons such as droughts and flood, which could then greatly affect crops and other natural sources of food. Lastly, the effects of climate change on the broad concept of international security cannot be discounted. With more poor countries potentially facing an environmental disaster of catastrophic proportions, masses of refugees could converge on those remaining industrialized and highly urbanized nations that remain only somewhat affected. Also, should fossil fuel use not be successfully curbed in time, the scarcity of it will only mean that nations who have remaining reserves will become more powerful and dominant in the world stage, with new influential nations possibly developing.

Economic Problems of US

Most of the problems of the United States are related to the economy. One of the major issues facing the country today is social security. The United States was one of the last major industrialized nations to establish a social security system. In 1911, Wisconsin passed the first state workers compensation law to be held constitutional. At that time, most Americans believed the government should not have care for the aged, disabled or needy. But such attitudes changed during the Great Depression in the 1930's. In 1935, Congress passed the Social Security Act. This aw became the basis of the U. S. social insurance system. It provided cash benefits to only retired workers in commerce or industry. In 1939, Congress amended the act benefit and dependent children of retired workers and widows and children of deceased workers. In 1950, the act began to cover many farm and domestic workers, non professional self employed workers, and many state and municipal employees. Coverage became nearly universal in 1956, when lawyers and other professional workers came under the system. Social security is a government program that helps workers and retired orkers and their families achieve a degree of economic security. Social security also called social insurance (Robertson p. 33), provides cash payments to help replace income lost as a result of retirement,unemployment, disability, or death. The program also helps pay the cost of medical care for people age 65 or older and for some disabled workers. About one-sixth of the people in the United States receive social security benefits. People become eligible to receive benefits by working in a certain period in a job covered by social security. Employers and workers finance the program through payroll taxes. Participation in the social security system is required for about 95percent of all U. S. workers. Social security differs from public assistance. Social security paysbenefits to individuals, and their families, largely on the basis of work histories. Public assistance, or welfare, aids the needy,regardless of their work records. All industrialized countries as well as many developing nations have a social security system. The social security program in the United states has three main parts. They are (1) old-aged, survivors, disability, and hospital insurance (OASDHI), (2) unemployment insurance; and (3) workers' compensation. This tax was to be taken from the payrolls of the nation's employers and employees. The government felt that, like unemployment benefits, the social security should be financed by those who got the greatest benefit, those who worked, and were liable to need those benefits in the A plan that would affect those only who had paid such a tax for a number of years would have done those who were currently suffering under the Depression no good at all. As a result, the social security plan began paying out benefits almost immediately to those who had been etired, or elderly and out of work, and who were unable, primarily because of the depressed economic conditions, to retire comfortably. In this way, the government was able to accomplish two objectives: first, it helped the economy pull out of the depression, by providing a means by which old people could support themselves and, by buying goods and services, support others in the community ; and second, it showed the younger workers of that time that they no longer had to fear living out their retirement years in fear of poverty. Therefore, the social security payroll tax has been used to provide enefits to those who otherwise would have little means of support, and as of this writing, there has never been a year when Social Security benefits were not paid due to lack of Social Security income. (Boskinp. 122) Social Security benefits increased 142% in the period between 1950-1972. not only the elderly, but many of the survivers, the widows and children, of those who paid into the Social Security system, have received social security checks. These checks have paid for the food shelters, and in many instances the college education of the recipients. Unlike private insurance firms, the United States Government does not have to worry about financial failure. Government bonds are considered the safest investment money can buy-so safe, they are considered â€Å"risk free† by many financial scholars. (Stein p. 198) The ability of the United States Government to raise money to meet the requirements of the social security should be no more in doubt than the governments ability to finance the national defense, the housing programs, the State Department, or any of the other activities that the federal governmentgets involved in. By paying out benefits equally to all participate in Social Security- that is by not relying so heavily on total payments in making the decision to pay out benefits, the system is able to pay benefits to people who otherwise may not be able to afford an insurance program that would provide them with as much protection. One of the main reasons for the government's involvement in this program, is its ability and its desire to provide insurance benefits or the poor and widowed, who under the private market, might not be able to acquire the insurance to continue on a financially steady course. The government, then, is in a totally unique position to pay outbenefits that would be out of the reach of many American families. Another great advantage of this system, is the ability of the government to adjust the benefits for the effects of inflation(Robertson p. 134) Private insurance plans are totally unable to adjust for the effects of inflation with complete accuracy. In order for an insurance company to make this adjustment, they would have to be able to see forty-five years into the future, with twenty-twenty vision. When a private pensionplan currently insures the twenty-year-old worker, it can only guarantee a fixed income when the worker reaches sixty-five and a fixed income is a prime victim of inflation (Robertson p. 332) In order to adjust for that inflation, the private insurance firm would have to be able to predict what the inflation rate will be from the moment the worker is insured until the day he dies, and then make the complexadjustments necessary to reflect this in the pension plan. An inflation estimate that is too small will result in the erosion of the workers retirement benefits. Because the government, unlike the private insurance firm, can guarantee that it will exist well into the future, and will have the continued income of the Social Security tax to draw upon, it can make on-the-spot adjustments for changes in the inflation rate. Some adjustments, in fact, have been automatic in the recent years, therefore relieving the pensioners of the periodic worry of whether this years benefits would be adjusted, or whether the level of payments would remain stable, thereby, relative to the cost of living, making them poorer that ever before(Stein p. ). In the face of the government's ability to make those necessary adjustments and to continually finance the Social Security program, many opponents of the system argue that the government programs are driving out the private insurance industry. The statistics remain otherwise. The social security tax is one of the fewest taxes in the United States, and the only federal tax in the country, that is given for a specific purpose. All other taxes are put into another fund, so that welfare programs, defense, pace projects, and the other categories of government spending are all financed from one giant, uncategorized bowl of tax revenues(boskin p. 62). When the Social Security system was first established, it was felt that a direct payroll tax, based on the pay of the worker and paid both by employer and employee, would be the fairest way for the people that were currently working to pay benefits to those who weren't working, as well as to provide for some future requirements and disabilities. Therefore, a specially constructed payroll tax was used to fund the program. By measuring the amount taken in by the tax to the amount, not only that is taken out, but to the amount that will be taken out in future years, opponents of the Social security system make the case that the system will be unable to keep itself in such a manner indefinitely. And, if Social Security were a private insurance program, it wouldn't. But the fact is that Social Security is not a private program. it is funded by the government. Further, the government is in a unique position to change the laws of commerce and contract to adjust the system, making it more responsive to the needs of the retired, which, in turn, would reduce their need for the Social Security benefits. For example, the United states Government should raise the mandatory retirement age. By raising the age to sixty-eight, the Social Security System could delay paying out benefits for several years to thousands of people, saving the system a significant amount of money in benefits. For these reasons, the government is in a position which cannot be compared to private industry. In this sense, looking at social security as an insurance program and comparing it to other insurance programs in the private system could easily give the impression that the system is gong bankrupt, when in the reality it isn't. The thing to keep in mind about the Social Security system, then, is this: the system itself is in no fundamental danger of collapse. There is only temporary, cash flow situation that must be carefully looked at. The federal government pays out 4. 5 billion more in Social Security benefits as it collects in taxes every year. In fact, $4. 5 billion is a small price, compared to the other programs the federal government now finances from general revenue. Besides tapping the general revenue fund and raising the retirement limit to 68 or even 70,the government has the option of raising the Social Security tax or even reducing the benefits slightly. The government has so many options with regard to financing the benefits that the question becomes of the cash management, not quite as significant as the huge deficits that the Social Security has been accused of having. The government is already under way to help alleviate this cash flow problem. Public officials have debated which of the various ways would help best serve the public interest, and legislative action has been taken that would ultimately result of the Social Security system to a positive cash base. This shift would provide the workers of America with the same benefits they have been guaranteed since 1935- and have been paid, and expanded ever since. The social security system has withstood forty years of changing economic conditions and greater concern of public welfare. What would replace the system, if the critics had their way? The social security system has saved an untold number of people from disaster throughout many years. Many of the nations old people- some as young as sixty-two, a few over a hundred, live from Social Security paycheck to Social security paycheck, with this government program as their livelihood.

Guil Naquitz (Mexico) - Key Evidence of Maize Domestication History Guil Naquitz is one of the most important archaeological sites in the Americas, recognized for its breakthrough discoveries in understanding plant domestication. The site was excavated in the 1970s by KV Flannery, using then-new methods of environmental and ecological sampling, and the results of those sampling techniques and other excavations that followed rewrote what archaeologists had previously understood of the timing of plant domestication. Guil Naquitz is a small cave  occupied at least six times between 8000 and 6500 BC, by hunters and gatherers, probably during the fall (October to December) of the year. The cave is in the Tehuacn valley of the state of Oaxaca, Mexico, about 5 kilometers (3 miles) northwest of the town of Mitla. The mouth of the cave opens near the base of a large ignimbrite cliff rising ~300 meters (~1000 feet) above the valley floor. Chronology and Stratigraphy Five natural strata (A-E) were identified in the cave deposits, which extended to a maximum depth of 140 centimeters (55 inches). Unfortunately, only the top strata (A) can be conclusively dated, based on radiocarbon dates from its living floors and pottery which matches Monte Alban IIIB-IV, ca. 700 AD. The dates of the other strata within the cave are to an extent contradictory: but AMS radiocarbon dates on the plant parts discovered within layers B, C, and D have returned dates to nearly 10,000 years ago, well within the Archaic period and, for the time it was discovered, mind-blowingly early. Considerable and heated debate occurred in the 1970s, particularly about the radiocarbon dates from Guila Naquitzs teosinte (precursor to maize) cob fragments, concerns which largely dissipated after similarly old dates for maize were recovered from the San Marcos and Coxcatlan caves in Oaxaca and Puebla, and the Xihuatoxtla site in Guerrero. Macro and Micro Plant Evidence A wide range of plant food was recovered within the cave deposits of Guil Naquitz, including acorns, pinyon, cactus fruits, hackberries, mesquite pods, and most importantly, the wild forms of bottle gourd, squash and beans. Other plants attested at Guila Naquitz chili peppers, amaranth, chenopodium, and agave. This evidence includes plant partspeduncles, seeds, fruits, and rind fragments, but also pollen and phytoliths. Three cobs with plant elements of both  teosinte (the wild progenitor of  maize)  and maize, were found within the deposits and direct-dated by AMS radiocarbon dating to about 5400 years old; they show some signs of domestication. Squash rinds were also radiocarbon dated: they returned dates of approximately 10,000 years ago. Tundra Biome - The Habitat Encyclopedia The tundra is a terrestrial biome that is characterized by extreme cold, low biological diversity, long winters, brief growing seasons, and limited drainage. The harsh climate of the tundra imposes such formidable conditions on life that only the hardiest plants and animals can survive in this environment. The vegetation that grows on the tundra is restricted to a low diversity of small, ground-hugging plants that are well-adapted to survive in nutrient-poor soils. The animals that inhabit the tundra are, in most cases, migratory- they visit the tundra during the growing season to breed but then retreat to warmer, more southern latitudes or lower elevations when temperatures drop. Tundra habitat occurs in regions of the world that are both very cold and very dry. In the Northern Hemisphere, the Arctic lies between the North Pole and the boreal forest. In the Southern Hemisphere, the Antarctic tundra occurs on the Antarctic peninsula and on the remote islands that lie off  the coast of Antarctica (such as the South Shetland Islands and the South Orkney Islands). Outside of the polar regions, there is another type of tundra- alpine tundra- which occurs at at high altitudes on mountains, above the treeline. The soils that blanket the tundra are mineral-deprived and nutrient-poor. Animal droppings and dead organic matter provide the bulk of what nourishment is present in tundra soil. The growing season is so brief that only the topmost layer of soil thaws during the warm months. Any soils below a few inches deep remain permanently frozen, creating a layer of earth known as permafrost. This permafrost layer forms a water-barrier that prevents drainage of meltwater. During the summer, any water that thaws in the upper layers of the soil is trapped, forming a patchwork of lakes and marshes across the tundra. Tundra habitats are vulnerable to the effects of climate change and scientists fear that as global temperatures rise, tundra habitats might play a role in accelerating the rise in atmospheric carbon. Tundra habitats are traditionally carbon sinks- places that store more carbon than they release. As global temperatures rise, tundra habitats  may shift from storing carbon to releasing it in massive volumes. During the summer growing season, tundra plants grow quickly and, in doing so, they absorb carbon dioxide from the atmosphere. The carbon remains trapped because when the growing season ends, the plant material freezes before it can decay and release the carbon back into the environment. As temperatures rise and areas of permafrost thaw, the tundra releases  the carbon it has stored for millennia back into the atmosphere. Arctic and Antarctic tundra supports about 1,700 species of plants including mosses, lichens, sedges, shrubs, and grasses.Alpine tundra - Alpine tundra is a high-altitude habitat that occurs on mountains around the world. Alpine tundra occurs at elevations that lie above the tree line. Alpine tundra soils differ from the tundra soils in polar regions in that they are usually well-drained. Alpine tundra supports tussock grasses, heaths, small shrubs, and dwarf trees. Animals of the Tundra Biome Some of the animals that inhabit the tundra biome include: Northern bog lemming (Synaptomys borealis) - The northern bog lemming is a small rodent that inhabits the tundra, bogs, and boreal forests of northern Canada and Alaska. Northern bog lemmings eat a variety of plants including grasses, mosses, and sedges. They also feed on some invertebrates such as snails and slugs. Northern bog lemmings are prey for owls, hawks, and mustelids.Arctic fox (Vulpes lagopus) - The arctic fox is a carnivore that inhabits the Arctic tundra. Arctic foxes feed on a variety of prey animals that includes lemmings, voles, birds, and fish. Arctic foxes have a number of adaptations to deal with the cold temperatures they must endure- including long, thick fur and an insulating layer of body fat.Wolverine (Gulo golo) - The wolverine is a large mustelid that lives in boreal forest, alpine tundra, and Arctic tundra habitats throughout the Northern Hemisphere. Wolverines are powerful predators that feed on many different mammal prey including rabbits, voles, lemmings , caribou, deer, moose, and elk. Polar bear (Ursus maritimus) - The polar bear inhabits the icecaps and Arctic tundra habitats in the Northern Hemisphere including areas of Russia, Alaska, Canada, Greenland and the Svalbard Archipelago. Polar bears are large carnivores that feed primarily on ringed seas and bearded seals. Muskox (Ovibos moschatus) - The muskox is large hoofed mammals that live in the Arctic tundra. Muskoxen have a sturdy, bison-like appearance, short legs and long, thick fur. Muskoxen are herbivores that feed on grasses, shrubs and woody vegetation. They also eat moss and lichens.Snow buntings (Plectrophenax nivalis) - The snow bunting is a perching bird that breeds in the Arctic tundra and in some areas of alpine tundra such as the Cairngorms in Scotland and the Cape Breton Highlands in Nova Scotia. Snow buntings migrate south during the winter months to escape the tundras coldest temperatures.Arctic tern (Sterna paradisaea) - The Arctic tern is a shorebird that breeds in the Arctic tundra and mig rates 12,000 miles to over-winter along the coast of Antarctica. Arctic terns feed on fish and invertebrates such as crabs, krill, mollusks, and marine worms.
